Support for Thailand Ethanol to Cut Imports

The Thailand government plans to promote private ethanol production aimed at reducing imports of methyl tertiary butyl ether (MTBE), an additive that costs the country three billion baht a year in foreign exchange.

Earlier state promotion of ethanol projects focused on using ethanol to replace petrol and diesel. But the project failed because of high fluctuations of oil prices.

Consequently, the government shifted the focus of ethanol use to replacing an additive of which the production costs are not affected by oil prices.

Of the 17 proposals submitted for building ethanol factories, only three had won approval from the Industry Ministry, Deputy Prime Minister Pitak Intrawithayanunt said after a meeting of the National Energy Policy Committee yesterday.

The ministry would submit the proposals to the committee in the next two weeks for final approval, he said.

Under the new promotion, ethanol producers would be exempt from excise tax and would not have to contribute to the state Oil Fund.
