August 29, 2000Feinstein Says Election Could Slow Phaseout Senator Dianne Feinstein (D-CA) recently said that the upcoming presidential election could delay the passage of legislation that would phase out the use of methyl tertiary butyl ether (MTBE) in gasoline supplies and address the federal government's oxygenate mandate. The senator was one of the first legislators to move to eliminate the oxygenate mandate.
Feinstein said both presidential candidates hope to win the support of ethanol-producing Midwestern states who oppose eliminating the federal oxygenate mandate. In addition, Feinstein said she was concerned that the oxygenate mandate could be increased from two percent by weight to four percent.
"There is this enormous political problem, crafted by Corn Belt states, that exists, stopping any legislation from going ahead at the present time," said Feinstein.
Last month, Senate Environment and Public Works Committee chairman Bob Smith (R-NH) introduced legislation allowing states to waive the federal oxygenate mandate and phase out MTBE. The bill is expected to move to a markup next month.
