Wahpeton, ND has the best scenario for construction of a new ethanol plant, Shawn Kessel, city administrator said today.
"Wahpeton is poised pretty well because of the Cargill plant and the efficiencies it creates," he said.
"The corn is here, the transportation network is here, the employees are here," he said.
"There's a couple of very big issues that we need to have solved," said Duane Dows of Page, chairman of the board of Dakota Renewable Fuels, the group exploring the a third ethanol plant in the state.
Dows said the level of state support is still a question, as is a congressional proposal requiring 10 percent of the nation's power to come from ethanol and other renewable sources.
"In September, we intend to have some statewide meetings to test the waters and determine how much investor interest there is," Dows said Monday. "It'll help both us and the state find out whether it looks like a project that can attract investors or not. We'll work with this next legislative session to try and develop some support at the state level.
"Currently, Valley City and Wahpeton are the two (sites) that we will continue to research," he said. Eighteen communities initially were studied.
Cargill officials have talked with Dakota Renewable Fuels about putting the new plant at or near the ProGold corn processing plant in Wahpeton, which Cargill now operates, plant manager Richard "Red" Geurts said.
"The Wahpeton site does involve tying into the infrastructure at that (ProGold) location," Dows said.
"We've identified some of the natural gas and water and those types of infrastructure things, and have determined it's a site worth doing further research on."
Valley City has proposed two sites for the plant, one to the east and the other near the west of the city.
