November 19, 2003Ethanol Industry Applauds House Passage of Historic Renewable Fuels Standard, Urges Senate to Quickly Follow Energy Bill Contains Important Provisions to Boost Ethanol, Rural America
WASHINGTON, DC - The Renewable Fuels Association (RFA) today applauded the House of Representatives for its bipartisan passage of the historic renewable fuels standard (RFS) and renewable energy tax provisions contained in the conference report to H.R. 6, the Energy Policy Act of 2003. The bill passed on a vote of 246 to 180.
“With today’s historic vote, the U.S. House of Representatives took a bold step to entrust an increasing share of our energy future to domestic, renewable fuels producers and farmers across the country,” said Bob Dinneen, RFA President. “The ethanol industry applauds the House for taking this historic step and urges the Senate to quickly follow suit. Our farmers and renewable fuels producers will not let America down. Consumers can count on a growing supply of ethanol and biodiesel to meet the growing demand for clean fuels. The renewable fuels provisions included in this energy bill will bolster our energy security, invigorate rural economies, and safeguard precious environmental resources.”
Dinneen continued: “The RFS and renewable energy tax provisions of H.R. 6 would not have passed the House were it not for the strong leadership of House Speaker Dennis Hastert and a broad, bipartisan coalition of lawmakers committed to ethanol and biodiesel. They are to be commended for their vision and unparalleled commitment to a sustainable energy future.”
The comprehensive energy bill includes the following provisions:
· Renewable Fuels Standard - doubles the minimum use of ethanol and biodiesel to 5 billion gallons per year by 2012.
· Volumetric Ethanol Excise Tax Credit (VEETC) - protects highway funding while preserving an important incentive for ethanol use.
· Modifies the Small Ethanol Producer Tax Credit to allow farmer-owned facilities to fully utilize the credit.
